There is a large startup chunk but investment is coming from maybe outside of Ukraine. Sure throw stones at foreigners ;)
So how to otherwise recognise them? From what they claim on CV and claim that they can do? A university diploma or degree is a validation of their knowledge to a certain extent. Otherwise all universities might as well close down.

Well lets say this can be the case. But inflation rarely reflects on salaries of such professions. If the case was minimal salary then correct. However inflation rates and cost of living not always reflect the labour market in all sectors.
In UK a Senior Engineer would be lucky to make 40-50k GBP but a flat costs 1000-1500£ if you want to live in peace.
So that they can get on a “High Horse”? It has to be an impartial survey then. If there is survey conducted for developers then surely its only one side of the equation.
$20k a month? IS it possible in Ukraine out of interest? Perhaps for a certain speciality can be but i have not seen such salaries in even England.

I am trying to explain the level of technical qualification may not be the same in USA and Ukraine. Are you saying Ukrainian universities are at same standard as USA?
First screening of a potential candidate is done from University degrees. Whether they can do the job or not is the next step if they somehow manage to highlight their superpowers in their CV.
Exactly! The only judge of the skills is probably the employer who decides if the skill is relevant and enough for a project or not. Surely they have resources to evaluate this on a technical level rather than a standalone developer in his own world of skills.

Well to be a developer in USA you probably need to have a degree in IT. Ukraine IT is also driven a lot by courses online or in institutes.
By research it appears the topics covered even in Universities are a bit behind USA so how does this make sense?
It has room to grow but perhaps there is no generalisation of someone who has done a masters degree in IT at an american university vs Ukraine.
I did masters in Information Systems from one of the top universities in Australia and one of the top ranking in the world at that time but curriculum comparison showed US has a more up to date subject list.
Skill set level is evaluated by the project requirements that the person is being hired for i would say.
Developers do not hire companies but its the other way around i would say.
I am not invalidating the statistics but wondering what does a one year experience mean. For instance if you are developing in wordpress for a year and you consider yourself as a front end developer such as someone doing angular is it really the same thing?
Java can be making simple applications or can be enterprise grade business logic so one year experience is different in both positions. So how to evaluate this?
a business or organisation will of course do that. It also depends on how much this person is needed and how rare the skills of this candidate might be. Of course there are many varied scenarios.
Can be very well the case. I worked for various consulting companies where offshoring was a common thing but the amount of profits they operated by outsourcing was huge so sure they can ramp the market up. I guess it all depends on companies also, if they have higher operating profits they may pay higher but this does not necessarily mean that that is the “real wage”.
